Your negotiations team is starting the countdown to opening contract negotiations with the District and we need your input. Per current contract language we will be opening up Article 10-Pay and Allowances, Article 12-Health and Welfare Benefits and Article 18-Classification and Reclassification. Both the Chapter and the District have the option of opening one addition article each, if we/they so desire. Please give us your thoughts on what issues or concerns you would like to have addressed in the contract. Include a brief description of the issue as you see it, and in what article the subject is addressed. We have tentative agreements for all four opened articles. Those articles have been sent to CSEA in San Jose for their review. We will sunshine the TAs and plan for a ratification vote in February. At copy of the same documents will go to the BOT at the February 17 meeting. Their acceptance would be predicated on Chapter ratification. To see full summary, negotiations summary 08-09

The first CSEA / District negotiations session is Aug 13. As of this post, there is no clarity as to the budget for either the state, or the District. We are getting cost information and plan to deal with the Benefits article as our first order of business. We will have a sign up period in September for the new policy [and rates] which go into effect on Oct 1.
We will have an update at the next Chapter meeting.

We will be sunshining our reopeners at the June 2007 Board of Trustees’ meeting. That schedule would mean we could start negotiating with the District after the July BOT meeting.
[Based on chapter input and ratification, the following document is being prepared for presentation to the District at the June Board of Trustees meeting.]
The Educational Employment Relations Act requires that subjects of negotiations be presented publicly and that members of the public be given an opportunity to comment upon them in a lawful meeting of the Board of Trustees.
The following are the issues and interests presented by the District for negotiations with the California School Employees Association (CSEA), Chapter 251:
1. CSEA CSEA has an interest in an adjustment to the salary schedule. (Article 10)
2. CSEA CSEA has an interest in adding language regarding notification for out-
of-class pay. (Article 10)
3. CSEA CSEA has an interest in looking at ways to offset employee costs toward Health and Welfare benefits. (Article 12)
4. CSEA CSEA has an interest in discussing costs associated with adding vision insurance to our benefits. (Article 12)
5. CSEA CSEA has an interest in discussing bereavement leave limitations. (Article 15)
6. CSEA CSEA has an interest in evaluating the catastrophic leave process. (Article 15)
7. CSEA CSEA has in interest in discussing adding a reduced workload with reduced benefits option to the contract. (Article 15)
